Therefore, the new system we are proposing is a Desktop Application which named “Sharp Eye”. This application comes with few subsystems or modules, and these subsystems or modules are Speed Detection system, Plate Number Recognition System, Object Recognition System and Tickets Issuance system. Sharp Eye is a system that will resolve all issues mentioned above by providing mobile functionalities and using minimal space inside vehicles, the devices being attached to the vehicle's dashboard.

This system consists of few subsystems or modules separately stated below: 

1. Speed Detector Subsystem 
   1. This subsystem allows enforcers to directly engage speeding vehicles without the need of radar guns or AES. Therefore, this subsystem is going to be installed on the neforcer's vehicle together with the Wi-Fi cameras or IP cameras. 
   2. Once the photo of the detected excessive speeding vehicle is captured, it will directly save itself into the vehicle's hard disk and sync to the storage server located in HQ (example: Bukit Aman), while at the same time working with the Plate Number Recognition Subsystem and Ticket Issuance Subsystem to print out the speeding ticket to be mailed to the respective address and email of the vehicle's owner.
2.  Plate Number Recognition Subsystem 
   1. This subsystem will connect with the processing server that already syncs data from the database of the country's neforcer (e.g: Jabatan Pendaftaran Negara) to retrieve all the information that exists by searching for the vehicle's owner and their Identity Card Number or Permanent Address via the plate number captured once the Speed Detector Subsystem pinpointed the excessive speeding vehicle.
   2. It will directly save the information into the storage server located in HQ (Example: Bukit Aman) and connect with the Speed Detector Subsystem and Ticket Issuance Subsystem to print out the speeding ticket to be mailed to the respective address and email of the vehicle owner. 
3. Object Recognition Subsystem 
   1. This subsystem will scan for any suspicious objects such as mobile phones and safety belts around the driver. If it detects any, it will capture the image and save it into the vehicle's hard disk, and then sync to the storage server located in HQ (Example: Bukit Aman).
   2. This subsystem will communicate with the processing server that already syncs data from the database of the country's enforcer (e.g: Jabatan Pendaftaran Negara) to retrieve all the information that exists by searching for the vehicle's owner and their Identity Card Number or Permanent Address via the plate number captured.
4. Ticket Issuance Subsystem 
   1. This subsystem is solely used to instantly print out the speeding ticket and other type of tickets. 
   2. This subsystem and the printer will be attached to the processing server for instant printing tha will be mailed to suspects.
   3. The ticket issued and the ticket number will be recorded and saved into the storage server which located in HQ (Example: Bukit Aman).
5. General Subsystem 
   1. This subsystem is used to set the roles and permission of each of the enforcers such as which module will they be using and what they can view or edit based on their ranking.
   2. This can be set through the main system or the Desktop application attached to the enforcer’s vehicle.  
   3. This subsystem has a discussion board for enforcers to share important messages, memos and notes instantly among themselves, which act like an Intranet. 

The objectives of  Sharp Eye are as stated below and implementing it will help resolve the issues mentioned in Problems and Statement section, thus reducing our country’s crime rate and restoring the safety and harmony to the lives of our citizens.

1. To reduce the crime rate in Malaysia

3. To enforce strict rules and law in Malaysia so that citizens in Malaysia will obey
4. To increase the work efficiency of the enforcers
5. To enhance the law enforcement system that Malaysia is currently using
6. To improve the security and safety of citizens in Malaysia
7. To receive data instantly at enforcer's headquarters

Methodology used is Mobile Application Development Lifecycle:

1. Pre-planning and Research
   1. On this stage, we will perform research on what is AES, what is Radar gun and how they work. Other than that, we will research on what is plate number recognition, how it works as well. Then we will brainstorm on how we suppose to build this speed detector and plate number recognition on our Sharp Eye application.
   2. We will research on how enforcer performs his or her job on these events mentioned above as well before we brainstorm.
2. Mental Prototyping
   1.  After all the research have done, we will sketch on our ideas and the preliminary sketch boards on the Android application User Interface (UI) and make a preliminary prototyping to show to our Venture Capitalists and to the enforcers.
3.  Assessment of Technical feasibility
   1. On this stage, we will gather all the tools and hardware we needed to build as back-end systems to install the required systems and prepare for prototyping testing on the next 2 phase.
4. Building a prototype
   1. On this stage, we will build a prototype of the Sharp Eye application based on our mental prototyping on phase 2 mentioned above.
5. Designing and Development of the App
   1. After the prototype has completed, then we will design our Sharp Eye application according to the UI we want and make the UI friendly-user and attractive.
6. Building the app using Agile methodology
   1. This is the stage where we combined all our codes and make the Android application workable and presentable.
7. Testing the app
   1. After above stages are done, then this is the time we need to perform testing on our Android application to find out the errors and bugs. We will attach this Android application on our vehicle’s dashboard and make a few runs on the street to capture the data.
   2. If the data captured are fine and as predictable, then we will look for a few enforcers to try on this app.
   3. If the data captured is not as predicted and desired, we will roll back to phase 5 or 6 above to redo the phases.
8. The launch /release
   1. Once enforcer tested the Sharp Eye application and its functionalities satisfied them, then we will present the application to the Department of Home Affair Ministry in our country to get approval for selling it.

• Total of 50% of the budget funded will goes to the salaries of our Developer who build Speed Detection Subsystem, Plate Number Recognition Subsystem, Object Recognition Subsystem and others.
• Another 30% will be taken into purchasing the In-Vehicle Computer and actual IP Camera recommended for further testing
• Last 20% is the buffer for that does not fit on above.

In the development of the Sharp Eye application, there are few difficulties and challenges that we are facing.

One of them is the fact that in order to develop the application, we need to have knowledge of C# programming with Threading method and Multithreading functions,  but it is been while since we have not used this type of programming, therefore we need to refresh our knowledge and re-study the language before we can implement the application.

Other than that, because we are full-time programmers for other companies during working hours, we only have time at night, after work to proceed with our project. Therefore, we need more time spent on implementing this project in order to make it successful and well-tested.
